I would like to share how Auxiliary members assist Sector San Juan in facility inspections. First, let’s briefly describe what a facility is according to the USCG.

A “Facility” refers to any place or structure used in connection with the transfer, storage, processing, or shipment of oil, chemicals, or liquefied natural gas (LNG). This includes, among others, cargo terminals, docks, offshore platforms, and any facility involved in maritime transportation operations. Types of Facilities include:
- Bulk Cargo Facilities: These include locations where oil or chemical products are loaded or unloaded in large quantities.
- LNG Facilities: These are structures where liquefied natural gas is handled.
- Marine Transfer Facilities: Locations where product transfers occur between a vessel and the shore.
The USCG Auxiliary is a volunteer organization that supports Coast Guard missions, including maritime safety, education, and search and rescue operations. Regarding facility inspections, the Auxiliary can provide support in the following ways:
- Training and Qualification: Auxiliary members who wish to participate in inspections receive specialized training. This training includes familiarization with regulations, inspection procedures, and safety measures.
- Assistance in Inspections: Qualified members can assist Coast Guard officers during facility inspections. This may include reviewing documentation, verifying safety procedures, and helping evaluate regulatory compliance.
- Education and Awareness: Auxiliary members can also participate in educating and raising awareness about maritime safety, both for facility operators and the general public.
- Reports and Assessments: They assist in preparing post-inspection reports and can offer recommendations for improving safety and compliance.
- Logistical and Administrative Support: The Auxiliary can help with logistical and administrative tasks that facilitate the conduct of inspections, ensuring efficient operations.
The participation of the USCG Auxiliary is crucial in maintaining high safety standards in maritime operations in Puerto Rico, and their support complements the Coast Guard’s efforts to ensure that facilities comply with federal and state regulations.
